    L-carnitine to be more specific as there are several types of it.
    You can use it in both scenarios. It's not essential by no means but it can have a mild benefit on your performance.

    Either way works. Most people do 1g before and after workouts.

    Acetyl-l-carnitine is better for brain function. L-carnitine tartrate is better for muscle performance

    You can take it any time but you are not going to notice anything from it. If I step on a scale holding a piece of paper do I weigh more? Sure but is that relevant.
