How do you know you reached your natty limit?

People here at this wonderful forum say that it is best to reach your natural limits first, before you start using PED's and steroids. But the million dolar question is - how do you know that you have reached your natural limits, and the slow gains are not a result of some mistakes you are doing? Also, how long do you think it takes one to reach the natural limits?

I really do not know the average age and number of training years, it takes a guy, all I have are my personal exp.
I started working out at age 17, I did not use any PED's until age 29. Looking back I think I hit my limit at 24 to 26
If I recall right, from other much more informed cats then I, I think the age to start juice, is 25
with at least 5 years of serious training & diet. About the age of 34 I meet and lifted with two other powerlifters/bodybuilders
The one guy told me he started AAS at 15, he was 5'-2" tall. All his brothers were over 6' tall and had never juiced.
I do not know if AAS had anything to do with his height or it was just his DNA.
The 2nd guy started AAS at 20. He said he only did one cycle. Which lasted 28 straight years with no time off, or blood tests. He was stronger, bigger, and workout like monster, and
he had more heart then any one I have ever meet. He won lots of powerlifting & tough man events. Sadly at age 48 he fell over dead at his home on the tread mill. His son found him. It was ruled
a massive heart attack

there isn't a black and white answer to this.

you are going to be able to do more with steroids over being natural plain and simple. I think that when you decide to use steroids is going to be up to you. for me I lifted naturally for 13 years before touching them.

You will NEVER reach your natural limit. Saying that you can't continue to make gains because your genetic potential is maxed out is absolute BS and an excuse.

I have 50 year old clients who are completely natural and STILL making progress in the gym.

The more experience you have training, the rate you make progress will slow, yes, but you CAN ALWAYS improve.

As @muskate has well pointed out, there are no limits to our gains. Even when you use steroids, you basically are getting closer to the natural limits - they just make it easier and faster, which does not mean that you can't reach incredible results naturally. It just takes time, patience, and dedication. Therefore, there is no real break-point of when you need to use steroids, and when not. Just see for yourself if you are fitted for their use, but don't fall in the wrong belief of having reached your natural limit.
