You didn't mention your age but you seem fairly young. You can VERY easily build muscle while loosing body fat when you are young if your diet and training protocol it properly set up. It's call a recomposition diet. Basically you have your calories at around maintenance. The goal isn't to make the scale weight move much, because you are building muscle and loosing fat at the same time.

A carb cycling approach is going to be your approach for building muscle and loosing body fat. Carb cycling makes a lot of sense. Both scientifically and in a real world sense. No one will question the fact that carbs are anabolic. The problem with carbs is that too much of them will simply get you fat.

By carb cycling, you get the best of everything. The low carb days are fat loss focused and re-sythnesis muscle insulin sensitivity and the high carb days are very anabolic and replenish depleted glycogen levels.

you look very raw. like you have very little training under your belt

gotta build consistency in the weight room. it takes time, there is a reason the top bodybuilders are all in their 30's and 40's. this isn't sprinting or hockey where you peak in your 20's
 
I would keep on cutting until all that fat layer is gone and then consider a long and fun lean mass gaining process
 
I can see why you are asking since you are right on the border line. For me, I would say cut still. The reason for this is because when you bulk it is inevitable that you will put some fat on. For this reason you want to have some room to bulk into. I would cut a bit more and then start adding the mass. You look really good though man. Nice progress.
 
I don't think you should bulk at all. You should eat clean and train hard. Put on some lean gains while cutting some fat. High protein and lower carb. Get your carbs from vegetables. Get protein from lean meat sources. You need a much better base before you consider bulking for sure.

I would rather say recomp - try to do both things at once, or as I call it - do lean bulking. It is less stressful for the body, and you will get to the point where you want to be in a more direct manner.
