You've had a lot of changes, so you want to make sure that you're not developing imbalances.
 
Keep up with the cardio. I would be doing fasted cardio, almost every morning if you can
 
From here, you have to really tighten things up for further.
You can continue to cut down to about 13 or 14% or you can keep it going to 10% or Beyond.

Now, I’m determined to improve my arms and shoulders! They’re quite weak. I’m a tall guy, standing at 6 feet 2 inches, and nothing I do seems to make a noticeable difference.

On the positive side, I’ve managed to build up some biceps, measuring 45cm (18 inches). However, they don’t look particularly impressive.

@Astrocetus first, AMAZING! really good improvements. Your leaned out clearly, your back is MUCH wider, your shoulders grew (like before no shoulder cap and now its a ball), your arms are growing but we can work on it. :)

You know we all have body dysmorphia here right? At one point I would weigh myself 3x/day thought I had weight issues (mind you I had abs lol). What I'm trying to say is you're not looking at yourself objectively, that's why the EVO family is here to help and support you.
I think you made a huge transformation 4 weeks in and look amazing.
