Best time of the day to eat carbs off cycle?
When I'm trying to stay at my fight weight i normally eat majority of my carbs for dinner and right after workouts or training. If I'm dragging ass I'll kick up the carbs a bit as well. Lots of veggies and potatoes, sometimes white rice.

For cardio pick up a martial arts if you have the extra money to blow. Great cardio and you will learn an art. It's not the easiest cardio but but very rewarding. I promise you will sweat like Snowden at a US Airport.
