Newbies and PM and Source Review section

So now it's 100 posts to send PM's. What about receiving them? Are newbies still able to see the review section, which means they don't even need to do anything but signup? Soooooo is review section for non newbies yet? Mods any help here? Can we can some clarification on what's up. Very much appreciated.

My guess is because of the flood of new accounts and people flat out asking for source referrals. I'm a newbie here as well but this isn't an uncommon thing. Other boards I've been in over the years have similar rules. This is one of the better boards I've been a member off without a doubt... Just sit back and enjoy the ride.
