PSL international shipping

Hello, I ordered from PSL and am curious to the following:
1. If the shipment hasn’t arrived for over 20 days, is it safe to assume it has been seized?

2. If the shipment exceeds 30 days and is considered “lost” will PSL ship from international again, or can the resend be domestic to guarantee delivery?
