Yes you can, but you have to take Proviron with them.
For example:
Proviron 0.25mg ED
Winstrol 50mg/ED for 4 weeks OR Anavar 80mg/ED for 8 weeks
Clen 80mcg-120mcg max 2 weeks if you don't take with Ketotifen. if you take Ketotifen - 2mg Ketotifen ED and you can take the clen for 1 month.
Don't take two AAS orals in parallel.

Just out of curiosity, why are you planning not to use Test?
You can do a cutting cycle without test. Using a testosterone base will increase the results you get from the cycle but it isn't required.

You can run those compounds without testosterone. This would be a purely cutting cycle, not a recomping one, but it should work. However, I would highly suggest not to use clenbuterol. It was never meant for fat loss, and at the dosages needed for that it will cause a lot of side effects. Besides, it is completely catabolic, so it will also reduce your lean mass, not only fat. Additionally, it will increase your cortisol levels, which not good either. Instead, it would be much more beneficial and efficient to use Cardarine GW.
Proviron would definitely be a good idea. However, I think you got a bit confused with the dosages, since the minimal effective dosage is 25 mgs, not 0.25 mgs. The recommended dosage is 50 mgs per day - this is the sweetspot - not too much, not too little either.
If I were him, I would take both orally. After all, if his winny is water based, he can drink it too. In any case it will be liver toxic, so it makes more sense to use it orally, and save yourself some injections.

I wouldnt even bother running it without test.
My suggestion:
Test p 100mg/eod weeks 1-8
Anavar 50-60mg/ed weeks 1-8
Winny 50mg/ed weeks 3-8
Clen 2 weeks on, 2 off protocol, running about 80-120mcgs ed
You will definitely need to do a pct afterwards, with clomid and nolva, for that I would follow the perfect pct protocol from evo
I wouldn't personally run that cycle without test. You can certainly do it and cut though since results will be determined by diet anyways. I always figure that if I am going to be shut down anyways I might as well add test to the cycle.
