some experts say you have to avoid carbs at night so they won't convert into stored fat, I was wondering if that applies for people like in my case will be working out 5 days a week and will be on a bulking diet ? I work out at nights, around 9 pm so should I have some carbs before training or just have a protein? thank you.

I'm a slow carbs before bed kind of guy on days where I wake up early to hit the gym

All this hype about the time of the day regarding the food consumption is a silly thing in my opinion. If your body needs nutrients and energy, it does not matter what time of the day it is - your body needs those, and it will use those if provided with them. Even more so in the case of someone who works out at night - it you train late in the evening, or at night, you will surely need to get in some carbs after the workout. In fact, these carbs will be better distributed at night, rather than during the day, which is when you do not have a special need in them. So the bottom line is - eat your food when you need it, without looking at the clock.

The time of the day you eat your food really doesn't matter. What matters is your total calorie, protein, carb and fat intake at the end of each day.

I always hear this silly rules like 'don't eat carbs after 6PM'. Well is that 6PM EST? 6PM Pacific time?
What about someone who manages a coffee shop and wakes up at 4AM and goes to bed at 8AM every day? What about a night worker who goes to bed at 8AM and wakes up at 2PM each day? Is it still 6PM? See what I'm getting at?

You should always include carbs in your pre and post workout meals. It's very important to fuel your workouts and replenish depleted glycogen levels from the training session.

what you do throughout the day will determine that

if you are below your macro goals and you are bulking yes you should eat to catch up. if you have already exceeded then you don't.

if you are a skinny guy better safe than sorry.. EAT !!!! food is not the enemy

If you are bulking then just look at your total macros. No need to avoid carbs before bed if you are looking to put on mass. If you were cutting it would be a different story.

I agree it's silly, eat what you want when you want...sometimes I eat a bowl of cereal at midnight.
