Many confuse that swelling/stretching with muscle growth.
100%.
Here's the issues with it all.
1) Site receptors: While there's SOME argument to support site receptors in the pinned muscle for the most part it's negligible at best.
2) Volume: Most aren't putting in enough liquid. Note not roids per se (tiny anyway in volume) but LIQUID. If you put in 2ml that's 2/5th's of a teaspoon. How the fuck is less than half a teaspoon of oil (or whatever) meant to 'expand the fascia'?)
3) Long vs short acting: If you're jabbing 3+ times a week of short acting and using the same muscle (itself a bad idea) then MAYBE you'd be putting enough in - maybe. This should only happen with short acting roids. If they're long acting you'd typically jab less.
4) Scar tissue: So you ARE jabbing the same muscle (and weigh 150-180) the amount of muscle to jab really isn't that big in reality and the risk of scar tissue is that much higher. See a post last week with 'I've a knot in my bicep'.
5) How many actually do, as we say here, a 'tidy job of it'. Too few.
The NUMBER ONE reason for injecting delts, chest and so on is short acting gear and site rotation. That's it. I can't think long term of any real benefit,.
6) Finally, as has been said before, if site injections worked then the two most common sites to jab (glutes and quads) would blow the fuck up. Doesn't happen.
