you have pretty much level of body fat with no base,you still need to train hard n eat proper it ll drop your fat n build lean muscle.
 
with the right diet and training you could easily build muscle and reduce bodyfat....

you have plenty of room to build muscle on that physique man, lean muscle.....

You are right now somewhere in the middle, but I would rather suggest you to do lean bulking, or even cutting. Your abs are not visible, so your BF is relatively high. Also, it will greatly depend on your overall goals and plans.
 
I would cut a few percent body fat off before bulking. The reason is that when you bulk you will no doubt add some body fat. You want to have room to grow and room to add a little fat that will come from a bulk. You can easily cut a few percent in a couple months if you go hard at it.
 
Most people don't know how to bulk properly and accumulate a shitload of fat in the process so I would cut first and then slowly add mass. Cutting will also teach you some discipline in the process so bulking after will be easier. You can thank me later bud

Both - you can very easily build muscle and loose fat at the same time if your diet and training is on point. Especially if you are a young guy and fairly new to lifting (like you seem to be).

People like to think of things in black and white but you don't need to 'bulk' or 'cut'. Do both. Perfect your diet and train with weights 4-5 days per week. Do cardio 3-4 days per week. Stay consistent and be patient and you will get stronger and more muscular while loosing body fat.

I would do a Lean Bulk, staying away from Deca and Dbol.
Look at Tbol/Anavar/EQ/NPP ~ 1 of these added to a Test Base can help minimize Water Retention.

But before you start your Cycle, I would Diet Down a couple percentage points on BF.
As this will make for a Better Cycle with Less Side Effects.................................................. JP

......and forget steroids you don't need them..... your a long long away from making that leap my friend. Just sort out a diet that supports lean muscle growth and a solid training regime.

You can build a lot of muscle naturally so do it whilst you can.
