Is there some drug(peptide/AAS) which truly has the effect of glucose partition agent

As we know, after taking carb, insulin shuttle carb to muscle, liver or to fat cells. Therefore insulin has anabolic effect but it increase both muscle and fat. GLUCOSE DISPOSAL AGENTS(GDA) claims that GDA can increase the insulin sensitivity of muscle such that more nutrients are used to build muscle.

I wonder the effectiveness of OTC GDA(mainly ALA) because most OTC supplements are placebos. I wonder whether there is some drug(peptide/AAS) which can block the insulin sensitivity of fat cell or boost the insulin sensitivity of muscle cell? Therefore everything I eat can be hardly transformed to fat.
