Would advise checking out Chromebooks. It's all you really need.

Boots up very quickly, has over 10 hours of battery, very light and thin.
You won't be able to install programs on it but anything that has an HTML5 alternative or anything on the Chrome web/play store is good to go. For your needs YouTube and Netflix would stream just fine you can use google docs or get office 365 which is a web version of the office suite. Has a very good screen. Biggest negatives would be storage since it's only 32GB but if more storage is needed a cheap external drive or even a USB could be used..
If you didn't want a chromebook you could go for something like the first link you sent. That link seems to be in usd for bestbuy.com but still. That laptop in your first link boots up slower, poorer battery life, heavier, screen isnt as good quality. However it does have a lot more storage, has the windows ecosystem so more applications are available to download among a few other things.
Comes down to personal preference really most laptops you'll find around the $350 range will be more than sufficient for your browsing and streaming needs.

For what he wants why not get a tablet?
While tablets are a pretty good alternative if only browsing and streaming most are around 10.1" and both links OP shared are 15.6" so probably looking for something in the 14-15.6 range. For browsing or writing stuff down a keyboard is probably needed or preferred and in my experience most keyboards you'll pair with a tablet are of pretty low quality, poor tactile feedback and just an added expense. It's certainly an option but considering that most tablets will easily run for $300-400, won't have the best experience due to screen size and mobile architecture a laptop is probably a better option.


Now if all he wants is a way to stream YouTube or Netflix on a bigger screen all he needs is something like Chromecast or Roku their app stores are also always expanding. Biggest drawbacks would probably be privacy since it would take up the tv and the method of input whether it be phone or Roku remote isn't the best.

Not trying to confuse him haha there's just a lot of options some worth considering more than others but all pretty suitable for streaming content and surfing the web.

I have always used what my job has provided which has been Dell and now Lenovo. I haven't really like either one. I would go with Apple. That is what my wife has and it is great.
