Underdosed gear common?

This may have been answered before but here is my question: If for example some Test was found to be greatly Underdosed (say 50%), does this likely mean that the raw material contains 50% filler, heavy metals etc. ? Or could it be they are Scheisters and use only half the amount ? Or both...? Not a brew expert obviously.

I am just trying to grasp some reasoning why the gear I had from a defunct source was sub par.
 
I guess it could be either or. Someone selling underdosed gear isn't going to stay in business long though.

It's sometimes pure greed and sometimes, more so with UGL's, just being sloppy.
 
Underdosed test is not common. Most people don't realize how cheap test powder is. Your source can get enough powder to make a vial of test E for a bit over 1 usd, then they turn around and sell it to you for 50usd. Even cheap ugls generally have good test if nothing else.

To put it in perspective tren is about 7 times more expensive for the same mgs and primo about 30 times as expensive.
